Retail IDs on. Inducements off.
New York changed twice in a year and both changes land in the same place: your margin. Discounts and points have been allowed since December 2025, but never below 1.5× the wholesale price you actually paid, and the 13% retail tax is computed on the pre-discount price. From February 2026 finished goods arriving from a distributor need Metrc Retail Item ID QR codes at ten cents each. BudAlly checks the floor per line rather than per cart, keeps the tax base right, and blocks a manifest that arrives without IDs.

RETAIL ID, BEFORE THE MANIFEST
No IDs, no inbound transfer.
Allotment, generate, associate — then the manifest. A distributor-to-retail transfer without Retail Item IDs is blocked rather than received and fixed later. The ten cents per ID lands in supply planning instead of surprising the close.
TAX ON THE PRE-DISCOUNT PRICE
The discount does not reduce the base.
The discount preview a budtender sees and the number that reaches the close use the same base: price before the discount. The 9% distributor tax stays inside shelf cost and never becomes a retail line, which is the mistake that survives a migration.
THE 1.5× FLOOR, PER LINE
A cart-level check passes while a line breaches.
Every discounted line is checked against 1.5× the wholesale price actually paid for those units. Whole-cart discounts are decomposed to lines first, because a basket can sit above the floor on average while an item inside it sits below.
VENDOR CREDITS ARE OFF
Default-deny, before anything is drafted.
Vendor-funded promos, rebates, credits and paid vendor days are blocked as licensee-to-licensee inducements. The interface says not available in New York rather than generating a report someone has to reject. Retailer samples stay allowed if tracked and labelled.
THE 7-DAY CREDIT CLOCK
Counting from the final payment date.

DELIVERY THAT CLEARS BEFORE IT LEAVES
30% paid, caps, and the named recipient.
At least 30% of the vehicle's value ordered and paid, value caps of $20,000 enclosed and $5,000 otherwise, the person named on the order and nobody else, and none of the banned locations — all evaluated before Depart, not at the door. Records kept 5 years, no void after departure.
