Cannabis retail operations glossary

10DLC

Ten-digit long code: the carrier registration regime for business SMS in the US. Cannabis brands must register their own; BudAlly does not send SMS on a shared number.

280E

Internal Revenue Code §280E disallows ordinary business deductions for businesses trafficking in Schedule I or II controlled substances. Since the April 2026 order, state-licensed medical cannabis is Schedule III and out of 280E; adult-use cannabis remains Schedule I and under it. Cost of goods sold (§471) remains deductible either way.

A

Accepted quantity

The quantity a receiver actually counts and accepts for a package on an inbound manifest, which may differ from the manifested or invoiced quantity. Invoice quantity should equal accepted quantity; a difference becomes a credit memo.

Adapter

The connector between BudAlly's ledger and one external system (Dutchie, Treez, Flowhub, Cova, BLAZE, Metrc, NMS2S, Headset, QuickBooks). Each has a capability manifest and a kill switch.

Adult-use (AU)

Cannabis sold to consumers 21+ under a state's recreational program, as opposed to medical sales to registered patients. Tax treatment, purchase limits and (since April 2026) federal 280E treatment differ by license type.

Agent (BudAlly)

A scheduled or triggered process that reads ledger data, applies rule packs and drafts proposals — invoices, reorders, prices, vendor credits, campaigns — into the approval queue. Agents never execute; a named person approves each proposal.

Approval queue

The single list of proposals waiting for a human decision, filtered by store, module and role. There is no 'approve all'. Executed items run under the approver's own POS or state-system credential and are logged.

Audit trail

The exportable record of every proposal: evidence, confidence, rules applied, precondition hash, reviewer, approver, timestamp and the credential it executed under.

Barcode ID (NMS2S)

The scannable compliance identifier on an inventory record in New Mexico's NMS2S, distinct from the numeric Item ID. POS systems match on it.

BioTrack

A seed-to-sale track-and-trace system used as the state system in several states and formerly in New Mexico (2015–September 4, 2026), where it was replaced by NMS2S.

Cannabis excise tax

A state tax on cannabis retail sales, separate from sales or gross receipts tax. Rates and bases vary: California 15% on retail; New Mexico 14% from July 1, 2026 rising to 18% by 2030; Michigan 10% retail excise plus, from January 2026, a 24% wholesale tax.

Capability manifest

Per-adapter declaration of what a POS or state-system connection can read, draft and execute, its sync cadence and its data-use rules. It decides, for example, whether an online order is API-injected or handed to staff.

COGS (cost of goods sold)

The cost of inventory sold in a period. For cannabis it is the one deduction 280E allows on adult-use activity, so package-level landed cost matters: invoice cost at accepted quantity, freight, and Michigan's wholesale tax booked into inventory cost.

Content kit (brand)

A brand's approved images and copy with a source license, from which retailer menus and syndicated listings draw. Expiry takes assets down with a 7-day warning.

Counterfactual (promo ROI)

An estimate of what would have happened without a discount, built from matched cohorts (store, weekday, basket band, category) and reported with a 95% confidence interval and an 'observational, not causal' label. Used to decide whether to hold or add promo budget.

Courier (NM)

A New Mexico cannabis license type for delivery. Couriers hold their own NMS2S accounts; retailers deliver only through a courier license or agreement.

Credit memo

A vendor's reduction of an invoice, raised when accepted quantity is less than invoiced or a line is disputed. In BudAlly it is drafted automatically from the receiving record and sent only after approval.

Cycle count

Counting a subset of inventory (usually one room) on a rotation so every package is physically counted at least once a month, instead of one large count. The weekly step of a Metrc reconciliation SOP.

D

Deli-style

Selling flower by weight from bulk at the counter rather than pre-packaged. In NMS2S, dry flower must be converted to deli style before it can move to the Sales Floor room.

Delivery agreement (NMS2S)

The NMS2S record linking a retailer and a licensed courier (Request → Certify → Dissolve). In New Mexico only licensed couriers may deliver.

Discrepancy

Any difference between physical, POS and state-system quantities for a package, or a sale with no matching state receipt. Classified as documentation, timing, process or loss before any adjustment is made.

Drafted N · executed 0

The footer on every BudAlly briefing and agent run: the number of proposals drafted, and the number executed without a person — always zero.

Dual-license

An operator holding both medical and adult-use licenses at a premises. Since April 2026, federal guidance asks dual-license operators to separate medical and adult-use activity in operations and recordkeeping.

External receipt number (Metrc)

The POS receipt number a POS sends to Metrc with a sales receipt. Metrc's API can look up a receipt by it, which is how an operations layer joins POS tickets to Metrc receipts when the POS doesn't expose the Metrc receipt ID.

F

Freshness chip

The small label on every BudAlly screen showing when each source was last synced ('Metrc synced 02:14 PT', 'POS export 03:00 · stale'). No figure is shown without one.

G

Gross receipts tax (GRT)

New Mexico's sales-type tax on business receipts, state plus local rate by location code. Applies to cannabis retail; medical sales are deductible and reported separately (code D0-034).

H

Holdout

A randomly selected share of an audience (BudAlly default 10%) that does not receive a campaign, so lift can be measured against it. Campaigns ship with one; lift is reported with a confidence interval or 'not significant'.

I

Idempotency key

A unique key sent with every API request that creates, modifies or deletes data so that a retry of the same request is not processed twice. Required on every NMS2S expanded-API write; retries reuse the key, a new transaction gets a new one.

Inducement (NY)

New York's prohibition on vendor-funded promotions, rebates, credits and paid vendor days between licensees. BudAlly's rule RI-NY-06 blocks vendor-credit reports for NY retail licenses.

Integrator Bearer Token (NMS2S)

The production credential CCD issues to a third-party integration partner after it completes the NMS2S expanded API validation (request form, Terms, UAT, attestation). Separate from the UAT token and from a licensee's per-location token; it does not by itself authorize access to any licensee's records.

Inventory room (NMS2S)

A named location for inventory in NMS2S. Stock must be moved to the Sales Floor room before a POS can sell it; inbound transfers land in an inventory room and must be moved.

Item ID (NMS2S)

The numeric identifier of an inventory record in NMS2S, carried over unchanged from BioTrack at the 2026 migration. Splits create a new Item ID.

K

k ≥ 8 (k-anonymity)

BudAlly's rule that no segment, cohort, benchmark or median is shown unless at least 8 contributors (customers, stores or tenants) are in it. Cells below the threshold display '—, k < 8'.

Kill switch

A per-connector and per-user control that stops a sync or a credential immediately. Revoking a POS or state-system key ends reads within one sync.

L

Landed cost

The full cost of a package into inventory: invoice unit cost at accepted quantity, freight, and any wholesale tax booked into cost (Michigan 24%). The floor for any price proposal.

Learned rule

A rule an agent proposes from a pattern ('Great Lakes bills pre-rolls per 5-pack') that becomes active only after approval, is versioned, and lives in a governance tab — not in a model's memory.

Loyalty gap

Identified POS buyers who are not loyalty members. Recovery splits them by consent proof: proven marketing consent → email invite with holdout; transactional only → receipt line; no record → counter prompt.

M

Maker ≠ checker

The control that the person who drafts or configures something cannot be the person who approves it; cutovers and state-system-affecting changes require two different approvers.

Manifest

The state-system transport document for a transfer between licensees: packages, quantities, driver, vehicle, route, departure time. Received tag by tag with accepted quantities. In NMS2S: Sent → Ready to Receive → Fully / Partially Received.

Mapping review

The screen where state-system items, POS SKUs and GL accounts are linked, with a confidence score; links at or above 0.90 are auto-accepted, the rest reviewed by a person.

Medical

Cannabis sold to registered patients, caregivers or reciprocal-card holders under a state medical program. Often tax-exempt or tax-reduced at the register; since April 2026 federally Schedule III and outside 280E when state-licensed.

Metrc

The track-and-trace system of record in most US cannabis states (Michigan, California, New York and others). Tracks packages by tag, transfers by manifest, and retail sales as receipts. BudAlly uses it as the spine of the ledger in Metrc states.

Metrc receipt

The sales record a POS pushes to Metrc for each ticket: packages (by tag), quantities, totals and the state's five tax fields. The thing a POS ticket must match to in daily reconciliation.

Metrc Retail ID

A second, per-unit identifier Metrc introduced for retail products (New York from February 2026), in addition to the package tag.

Metrc tag (package label)

The unique identifier Metrc assigns to a package; printed as an RFID/barcode label. Every ledger event in BudAlly is keyed by license and tag.

MSO

Multi-state operator: a company holding cannabis licenses in more than one state, typically with several POS systems and rule sets inherited through acquisition.

N

Network median

A benchmark computed from opted-in BudAlly tenants' realized prices (from state-system receipts), shown only with k ≥ 8 contributors and never including rows from Dutchie-connected stores.

NMS2S

New Mexico Seed-to-Sale System: the state track-and-trace system built by Real Time Solutions that replaced BioTrack on September 4, 2026. Its retail POS API covers sales, deliveries, patient validation and voids; an expanded API (Sept 30, 2026) gives validated integrators inventory reads, splits and adjustments; room moves, transfers and tax computation are manual.

O

Order handoff

How an online order reaches the register so the state receipt is created there: API-injected where the POS supports it (Treez, Cova, BLAZE, Meadow); staff handoff with receipt match-back where it doesn't (Dutchie).

Out-the-door (OTD) price

The shelf price plus all taxes the customer pays. BudAlly compares prices OTD using the state's tax formula (e.g. CA shelf × 1.15 × (1 + local rate); MI shelf × 1.16), because competitors display prices on different tax bases.

P

Package ledger

BudAlly's append-only event ledger keyed by license and package tag (or NMS2S Item ID): every receipt, transfer, invoice line, credit, adjustment and sale, with the money columns the state system lacks.

Precondition hash

A fingerprint of the facts a proposal was built on. If those facts change before approval (a price moved, a manifest was edited), the proposal is marked Superseded and must re-run.

Price floor

The minimum a price proposal may go to: landed cost plus the tenant's margin floor, plus any state floor (e.g. New York's wholesale multiple, under verification).

Price intelligence

Comparing your shelf prices, out-the-door, against licensed market data, your own in-store checks and the k ≥ 8 network median — never scraped menus — and drafting repricing above the floor.

Proposal

What an agent produces: a drafted action with evidence, confidence, rules applied and a precondition hash, in one of the states Proposed → Reviewed → Approved → Revalidating → Executing → Executed → Verified, or Superseded.

R

Reconciliation

Matching POS, physical and state-system records: sales to receipts daily, packages to shelf by cycle count weekly, everything at the 30-day count most states require.

Rule leakage

Discount redemptions that fired outside the rule as configured (wrong weekday, wrong category). Computed from ticket attributes; the fix is drafted as a POS rule change for a person to apply.

Rule pack

A versioned, counsel-reviewed set of state rules as code: each with an ID, a citation, a check, and an outcome — allowed, blocked, clock, or UNKNOWN. UNKNOWN routes to a named person; it is never guessed.

S

Sales Floor room (NMS2S)

The NMS2S room holding sellable stock; the only inventory a POS can pull and sell. Moving stock there is a manual step in the web app.

Sales recon

The daily match of POS tickets to state-system receipts (Metrc receipts or NMS2S ticket IDs) on packages, quantities and totals, with a match rate shown per store.

Schedule III

The federal controlled-substance schedule that FDA-approved marijuana products and state-licensed medical marijuana were moved to on April 22–23, 2026, removing qualifying medical activity from 280E. Adult-use remains Schedule I.

Scraping (menu)

Automated collection of competitor menus from Weedmaps, Leafly, Dutchie or similar. Prohibited by those sites' terms and by BudAlly's data-use rule DU-SCR-01; uploads with scraper provenance are rejected.

SKU crosswalk

The mapping between a state-system item, a POS SKU (per POS) and a GL account; carried through POS migrations so history and costing survive.

Source license

The record that an image, product copy or market dataset may be used: licensor, scope, territory, expiry, evidence. No license, or out of scope, and the asset shows 'No license on file'.

StoreHome task

A to-do created where a POS or state system has no write surface: 'change it in your POS, then confirm.' BudAlly verifies from the next sync.

Superseded

The state of a proposal whose preconditions changed before approval. It cannot be approved and offers a re-run.

T

Taint (source)

The provenance label on every figure: METRC, POS:<vendor>, LICENSED:<licensor>, OWN_CHECK, EMAIL, UPLOAD. Determines what a figure may be used for under the data-use rules.

TCPA

The US Telephone Consumer Protection Act, which governs consent for marketing texts and calls. Cannabis SMS additionally needs the sender's own 10DLC registration; BudAlly sends no SMS without both.

Three-way match

Matching a purchase order, the receiving record (accepted quantity per tag) and the vendor invoice before a bill is approved, within a contract tolerance. A bill is never paid automatically.

Track-and-trace

The state-mandated system recording every cannabis package from cultivation to sale. Metrc in most states; BioTrack in some; NMS2S in New Mexico; CCRS in Washington.

Transfer

Movement of packages between licensees (or between an operator's own licenses), documented by a manifest in the state system and received tag by tag.

U

UNKNOWN (rule outcome)

The rule-pack outcome when a state's position isn't established. It routes to a named person and blocks any draft until decided — the alternative to guessing with a license.

V

Variance

The net difference, by quantity or value, between state-system inventory and physical or POS inventory for a period. The headline of the 30-day reconciliation report; some states set tolerances, which are limits, not targets.

Vendor credit

Reimbursement a brand owes a retailer for a brand-funded promotion. BudAlly computes it on state-system-proven units in the promo window, after a state inducement check (allowed in MI on uniform terms, blocked in NY, routed in CA).

W

White-label menu / app

A dispensary's own online menu and branded consumer app, fed by live stock from its POS, on its own domain. Orders still ring in the POS so the state receipt is created there.

Wholesale tax (Michigan)

Michigan's 24% tax on wholesale cannabis transfers from January 1, 2026. On a retailer's books it belongs inside purchase cost (inventory), never as a retail tax line; the wholesaler remains liable.
